Waterfowl Hunting in New York: Zones, Rules and Water

New York has more good duck water than most of the country: two Great Lakes shorelines, the Finger Lakes, the St. Lawrence, Lake Champlain, the Hudson, the Niagara River and the whole of the Long Island coast. It also has five separate duck hunting zones and a different set of goose areas layered on top, which is why season dates confuse newcomers. This guide explains the framework as of September 2026. It is general information, not legal advice, and duck seasons are set annually, so always read the current Department of Environmental Conservation migratory game bird regulations before you go.

The five duck zones

• Western Zone. Everything west of a line from Lake Ontario at the Salmon River to Interstate 81 and south to Pennsylvania. This is Buffalo, the Niagara River, Rochester and the western Finger Lakes.
• Northeastern Zone. The north country above a boundary running east from Lake Ontario to Vermont, excluding the Lake Champlain zone. Watertown, the St. Lawrence and the Adirondacks.
• Lake Champlain Zone. The area east and north of a line along Route 9B and Route 9 down to the Vermont boundary.
• Southeastern Zone. East of Interstate 81 and south of the northeastern boundary, taking in the Hudson Valley, the Capital District and the Catskills.
• Long Island Zone. Nassau and Suffolk counties with their tidal waters, plus the part of Westchester southeast of Interstate 95.

A separate Special Sea Duck Area covers coastal waters and the waters of rivers and streams seaward of the first upstream bridge. Canada goose seasons use their own areas: Lake Champlain, Northeast, West Central, East Central, Hudson Valley, South, and three Long Island areas. Goose season length in the Northeast, West Central, East Central, Hudson Valley and Lake Champlain areas is 45 days.

What you need

• A New York hunting license.
• Free HIP registration, required for all migratory game birds except crows. Do it when you buy the license.
• A federal migratory bird hunting and conservation stamp, the duck stamp, for waterfowl hunters 16 and over. Electronic and physical stamps are both accepted. Hunters aged 12 to 15 are exempt.
• Non-toxic shot. Steel, bismuth-tin and the tungsten alloys are approved; lead is not legal for waterfowl.
• A shotgun plugged to three shells, with an exception during snow goose and September Canada goose hunts, where semiautomatics may hold up to six.

Daily bag limits are six ducks including mergansers, one brant, fifteen coot, and twenty-five snow geese with no possession limit. Canada goose limits vary by area and part of the season. Species restrictions inside the six-duck limit change most years, so read the current regulations rather than last year's memory.

Season timing through the fall

New York's waterfowl calendar generally opens with an early Canada goose season in September, aimed at resident birds before the migrants arrive, then a short early duck split in October, a longer main split that runs into December or January depending on zone, and a late snow goose conservation season in the spring. Resident geese in September are the easiest opportunity in the state: the birds are local, the weather is warm, and a decoy spread on a cut hayfield works. Puddle ducks peak in the Western and Southeastern zones in late October and early November. Divers and sea ducks are a December and January game, and they are the reason the Niagara and the Long Island coast stay busy after the marshes freeze.

Because the splits differ by zone and the species restrictions move year to year, write the dates for your own zone on the wall rather than trusting a general calendar. DEC publishes the season-setting schedule and takes public input each spring, so hunters who care about how the splits fall can actually influence them.

Where to hunt

Lake Ontario and the Niagara

Braddock Bay west of Rochester and Irondequoit Bay to its east are two of the best marsh complexes on the south shore, and both hold ducks through the freeze-up. The lower Niagara River below the gorge stays open all winter and carries rafts of divers and mergansers. Buffalo harbor and the Lake Erie shoreline south to Hamburg are hard, cold, productive water when the wind cooperates.

The Finger Lakes and Montezuma

Cayuga and Seneca lakes hold diving ducks late into December, and the Montezuma wetlands complex at the north end of Cayuga is the single biggest migration funnel in the state. Access is a mix of federal refuge and state wildlife management area, each with its own rules and permit systems.

The St. Lawrence, Champlain and the Hudson

The Thousand Islands and the bays around Cape Vincent and Clayton produce excellent diver shooting early. Lake Champlain's shallow southern bays hold puddle ducks and geese. The Hudson between Albany and the Tappan Zee gets far less pressure than it deserves.

Long Island

The Great South Bay, the Peconics, Jamaica Bay's edges and the ocean beyond the barrier islands are the state's sea duck water. Scoter, long-tailed duck and eider hunting out of Montauk and Shinnecock is a boat-and-weather game, and brant are a south shore staple.

Gear that earns its keep

A 12 gauge with 3 inch chambers, an improved cylinder and a modified choke, and a sling covers nearly all of it. On big water a 3.5 inch chamber and a heavier gun help with geese and sea ducks. Buy more decoy line and weight than you think you need, and treat waders and a good headlamp as safety equipment rather than comfort items. Layered wool under a shell beats bulk, particularly on Lake Ontario in December.

Shotguns ship to the New York FFL you choose, and a semiautomatic shotgun is not a semiautomatic rifle, so it needs no state rifle license, though the assault weapon feature test still applies to semiautomatic shotguns; the New York gun laws overview explains that test.
